I think he means between the various levels of the WSDL. Like between
the abstract binding and the concrete bindings. Or between two concrete
bindings for two different abstract operations. All in all there are
about seven levels there and it is debatable:    (02)

 a) whether they are all necessary    (03)

 b) whether they all belong in one specification    (04)
